The Time Phantoms did not pursue Eobard Thawne because he was able to manipulate the timeline in such a way that made it difficult for them to track him. Thawne was a skilled time traveler and was able to evade the Time Phantoms by constantly jumping through different time periods and altering his own timeline. Additionally, Thawne's knowledge of time travel technology and his ability to manipulate the Speed Force made it challenging for the Time Phantoms to capture him. Ultimately, Thawne's cunning and expertise in time manipulation allowed him to avoid being pursued by the Time Phantoms. **

Eobard Thawne's continued existence in season 5 and beyond is due to the nature of time travel and the concept of the "time remnant." When Eobard Thawne traveled back in time to kill Barry Allen's mother, he created a time remnant of himself that continued to exist even after Eddie Thawne's death. This time remnant allowed Eobard Thawne to survive and continue to impact the timeline, despite the death of his ancestor. Additionally, Eobard Thawne's knowledge of time travel and his manipulation of the Speed Force also played a role in his continued existence. **

If Eobard Thawne no longer exists, it would mean that he never traveled back in time to kill Nora Allen, which would result in her still being alive. Eobard Thawne's actions in the past directly led to Nora Allen's death, so if he never existed, then she would not have been killed by him. Therefore, Nora Allen would still be alive if Eobard Thawne no longer exists. **
